A Aplicabilidade Do Código Florestal De 2012 Em Rondônia: Uma Análise Da Efetividade Dos Instrumentos Car E Pra.

Year: 2025
Type: article
Abstract: This article analyzes the effectiveness of Law No. 12,651/2012 (Forest Code - CF) in the state of Rondônia, focusing on the application of the Rural Environmental Registry (CAR) and the Environmental Regularization Program (PRA). The state, characterized by high deforestation rates and agricultural expansion, serves as a case study to evaluate the implementation of these instruments, using official data from the Brazilian Forest Service (SFB) until June 2025. The results highlight a significant gap between registration and actual regularization: of the 171,814 rural properties registered in CAR, less than 27% have been analyzed, and only about 5.7% have achieved full environmental regularity. The research, of a qualitative and critical nature, employs three interconnected perspectives: Quantitative Geospatial Analysis, geographical approach, and social focus, providing a comprehensive view of the socio-environmental reality. The results indicate a marked discrepancy between the legal norm and its territorial realization, pointing to operational, institutional, and political barriers that undermine the regulatory function of the CF. By examining the trajectory and application of these instruments in Rondônia, the article seeks to contribute to the debate on the challenges of environmental governance and land-environmental regularization in Brazil.
