(Re)circulating toxics in circular economies: Leaded cable insulation in playgrounds and the importance of community-based research

Type: article
Abstract: The impacts of electronic waste plastics from landfilling, incineration, and open burning are well-documented. Less attention has been given to the hazards of their onward transmission, propelling additives into unexpected exposure pathways. We trace the circumstances, characteristics, and implications of granulated cable insulation repurposed to padding a children’s playground in Palestine. Portable X-Ray Fluorescence analysis of these plastics in the recycling facility and playground showed highly elevated levels of lead (mean: 2998 ppm), especially in the larger (>2 mm) size fractions. Fractionation and multivariate analysis of elemental concentrations indicate the source to be leaded stabilisers of poly vinyl chloride , relatively immobile in these granules. The extensive scale, sustained generation, and largely invisible redistribution of recycled plastics, especially in resource-poor unregulated settings where much ewaste recycling occurs, demands reconsideration of their implications for circular economies , and the kind of grounded research approaches described able to track and protect against such contamination.
