Human Resource Problems in the Implementation of Renewable Energy: The Case of The Border Area of West Kalimantan
Year: 2025
Type: article
Abstract: This study aims to examine the readiness of human resources in the development of environmentally sustainable renewable energy, targeting the creation of a cleaner environment. Conducted in the strategically significant West Kalimantan-Sarawak border region, the area boasts considerable renewable energy potential, including 2,500 MW of hydropower, 700 MW of biomass energy from agricultural and plantation waste, and solar intensity of 4-5 kWh/m²/day. Despite existing biomass and biogas power plants, operational challenges persist, sometimes causing shutdowns. The government plans to expand capacity with nuclear, solar, wind, hydro, and other renewable energy sources. However, project success relies not only on technology transfer but also critically on the provision of quality vocational education and training for the workforce. Current deficiencies in both the quantity and quality of trained personnel, including insufficient knowledge and skills to manage renewable energy systems, pose substantial obstacles. The study recommends careful, strategic planning of renewable energy installations with a strong focus on workforce development through targeted vocational education and training programs to build the necessary competencies and capabilities.
