Abstract: Citizen participation forums are established as essential spaces for the exchange of ideas, deliberation, and analysis of public policies. These forums can bring together a diverse and numerous group of civil society representatives around a specific topic and with concrete objectives. In this work, we will analyze the fundamental role of citizen participation forums in participatory processes at the regional and local levels. We will examine their characteristics, scope, and limitations as tools for fostering a more inclusive and participatory democracy. Through this analysis, we will highlight how these spaces facilitate dialogue and cooperation among different social and governmental actors. To complement our analysis, we will present two practical cases of citizen participation forums: one conducted in a municipality and another in an autonomous community of Spain. These examples will demonstrate the functioning and effectiveness of the forums in specific contexts, providing a comprehensive understanding of their impact and relevance.
