The role of Research Ethics Consultation Services in advancing ethical compliance in research: A Malaysian case

Year: 2025
Type: article
Abstract: The complexity of modern biomedical research necessitates robust mechanisms to address ethical challenges. Research Ethics Consultation Services (RECS) provide structured guidance to researchers, promoting accountability and fostering ethical awareness. However, Malaysia faces significant gaps in research ethics governance, including limited awareness, inadequate training, and the absence of RECS. This narrative review examines the role of RECS globally and evaluates their potential in Malaysia. A structured literature search identified key themes, including global models like the Clinical and Translational Science Awards (CTSA) and the gaps in Malaysia’s current ethics governance. The review also highlights our department’s RECS and compares it with international practices to identify areas for improvement. Since its establishment in 2022, our RECS has provided 30 consultations, primarily to postgraduate students. Common themes include ethical compliance in research planning, vulnerable populations, and secondary data use. Despite its success, the absence of formal feedback mechanisms, confidentiality protocols, and dedicated funding limits its potential. RECS are vital for navigating ethical challenges in research. Our department’s RECS demonstrates the feasibility of addressing local gaps, but institutional support is essential to enhance sustainability and align with global best practices. Strengthening RECS can ensure ethical excellence in Malaysia’s evolving research landscape.
