Abstract: This research paper attempts to study the aims and objectives regarding the development of language skills and competence, especially among children. It will endeavour to analyse how far this objective and policies regarding linguistic development as per NEP would be effective for the children in the future course of action (Kuhl). This research paper will emphasize more on second or foreign language learning, i.e. English among children. The concept of the critical age hypothesis (CAH) will be kept in consideration, as till the age of 14 or 15 children have an inherent capacity and are more conducive to learn the language (Marinova-Todd et al.). It will attempt to formulate the proper implementation framework for this concern. It would also study different dimensions related to it.
