Rural E-Commerce Empowers High-Quality Development of Guizhou’s County Economy: Value Implications, Practical Dilemmas, and Breakthrough Paths

Abstract: 农村电商高质量发展有助于推动县域经济高质量发展。本文尝试从“业”“县”“民”三维视角，阐释农村电子商务驱动贵州县域经济高质量发展所具备的价值意义，分析其当前困境，并探讨突破路径。本文认为，农村电商的良性运行对于贵州县域经济发展具有“兴业”“强县”“富民”三大价值意蕴；贵州省部分县市借助电子商务发展经济已经取得了一定成果，但从总体上来看，当下阶段贵州在县域特色产业建设和升级、县城综合承载能力提升、县乡民生福祉改善等方面面临困境；要想突破困境，需充分发挥农村电商的价值作用，结合具体实际探寻突破路径，实现“业兴”“县强”“民富”，借助农村电商优势赋能贵州县域经济高质量发展。The high-quality development of rural e-commerce helps promote the high-quality development of county-level economies. This paper attempts to interpret the value and significance of rural e-commerce driving the high-quality development of Guizhou’s county-level economy from three dimensions: “industry”, “county”, and “people”, analyze its current dilemmas, and explore breakthrough paths. This study argues that the sound operation of rural e-commerce holds three value implications for the development of Guizhou’s county-level economy: “revitalizing industries”, “strengthening counties”, and “enriching people”. Although some counties and cities in Guizhou have achieved certain results in economic development through e-commerce, overall, Guizhou currently faces challenges in the construction and upgrading of county-level characteristic industries, the improvement of comprehensive carrying capacity of county towns, and the enhancement of people’s well-being in counties and townships. To break through these dilemmas, it is necessary to fully leverage the value of rural e-commerce, explore breakthrough paths based on specific realities, achieve “prosperous industries”, “strong counties”, and “affluent people”, and empower the high-quality development of Guizhou's county-level economy through the advantages of rural e-commerce.
