Abstract: The cultural industry as a sphere of work that ensures the production and realization of cultural products and services is one of the main directions covered by the state's responsibilities in the field of culture.The Law of the Republic of Azerbaijan "On Culture" No. 506-IVQ dated December 21, 2012 is about the development of the cultural industry as one of the main areas of the State cultural policy.The state policy of the Republic of Azerbaijan in the field of culture is based on the principle of balance, which includes the creation of a balance between the cultural industry and the markets of cultural products and services.Special attention and significant investment in the cultural industry, which has played an important role in the formation of world and national cultural life and achieved significant success in a number of leading countries of the world, creates the basis for economic and social dividends.That is why the development of cultural industry sectors that have historical traditions and oriented to the future is one of the promising directions of the state cultural policy [1, p. 6].
