Year: 2025
Type: article
Parliamentary oversight is one of the key democratic tools to ensure balance between government branches and to prevent the executive authority from exceeding its powers. When conducted successfully, this oversight allows state institutions to address deficiencies, even indirectly, helping to identify and rectify fundamental governance issues. This study explores the concept of parliamentary oversight, its different types—including political, judicial, and administrative oversight—and its importance in promoting good governance and accountability within the political systems of Kuwait and Egypt. The research focuses on the legal mechanisms used in parliamentary oversight within Kuwait and Egypt. In Kuwait, tools such as expressing opinions and desires, parliamentary questions, interpellations, and investigative committees are employed. In Egypt, parliamentary oversight is exercised through interpellations, parliamentary questions, and investigative committees, with differences in effectiveness and implementation between the two countries. Regarding challenges, parliamentary oversight in Kuwait and Egypt faces political, legal, and social obstacles, including the influence of the political environment, constitutional restrictions, and limited civic engagement, all of which impact the effectiveness of oversight. The study concludes with a comparison between the two systems, analyzing similarities and differences in the application of legal mechanisms and the challenges of parliamentary oversight, while proposing solutions to enhance the parliament’s role in ensuring more effective oversight of the executive authority.
