Diachok D. I. On the issue of social protection of mobilized workers: international experienceThe article analyzes international experience in the field of social protection of mobilized workers, in particular in the context of a full-scale war in Ukraine. The author systematizes the main approaches to providing material support to military personnel and their dependents, which have been developed and implemented in different countries of the world during world wars and regional conflicts. The author determines that the issue of social protection of mobilized workers is particularly relevant in the context of prolonged or large-scale military operations, such as world wars or current regional conflicts. The paper examines the legal mechanisms for determining the circle of persons entitled to assistance, the conditions for its appointment, the procedure for calculating the amount of payments, the methods of financing the social protection system for mobilized persons, and the administrative procedures accompanying the implementation of these measures. The author analyzes two main approaches: unified payments regardless of the level of need (Great Britain, Canada, Sweden) and benefits provided on the basis of an individual assessment of the family's financial situation (Germany, Switzerland, the Netherlands). It is indicated that the change of civilian status to military status is accompanied not only by the transformation of professional activity, but also by a significant rethinking of social and economic obligations.Guaranteeing stable financial support for the families of mobilized persons is an important component of the State policy and a determining criterion for the implementation of the principles of social justice.Special attention is paid to the practice of continuing to pay salaries to mobilized employees or partially preserving them at the expense of employers or state compensation funds. The article examines the mechanisms of payment of special benefits (for housing, medical services, education of children), as well as social insurance, which is reserved for mobilized persons and their families. It is concluded that the best practices of countries with developed social protection systems can be adapted to the conditions of Ukraine. It is proposed to use a mixed model that combines fixed payments for the main circle of dependents with targeted assistance in cases of social vulnerability.
