Obtaining a license for the handling of narcotic drugs and psychotropic substances by research institution

Year: 2025
Type: article
Abstract: The absence of a license for activities related to the circulation of narcotic drugs and psychotropic substances significantly limits the capabilities of a scientific organization, narrowing the scope of research tasks and creating obstacles to conducting experiments. Conversely, possessing such a license enables the study of controlled substances and allows for the use of modern, appropriate anesthesia for laboratory animals. Licensing of activities related to the circulation of narcotic drugs and psychotropic substances is one of the state authorities in the field of trafficking in narcotic drugs and psychotropic substances, as well as a mechanism of state regulation. The legal framework for licensing activities related to the circulation of narcotic drugs and psychotropic substances regulates relations between not only licensing organizations and entities requiring a license, but also the internal organizational relations of the licensing body. The requirements for the licensee are established by the state. Only legal entities can carry out activities related to the circulation of narcotic drugs and psychotropic substances, and the state monopoly applies to particularly significant types of such activities. Licensing is carried out by specialized agencies, the rules, conditions and terms of work of which are regulated by separate regulatory acts. This article examines the key regulatory legal acts governing the procedure for obtaining a license for activities involving the circulation of narcotic drugs and psychotropic substances. The authors present a process flowchart and describe the experience of obtaining a license for a legal entity using the example of an organization conducting pharmaceutical research on animals.
