Abstract: 目的/意义：在信息化时代背景下，档案开放利用对推动政府信息公开、服务社会发展具有重要意义。方法/过程：采用文献研究与案例分析相结合的方法，梳理国内外档案开放利用的研究现状，分析当前我国档案开放利用在制度标准、审核流程、公众利用及个人信息保护等方面存在的问题。结果/结论：我国档案开放利用存在审核制度标准落后、推进不彻底、公众利用受阻以及开放与个人信息保护失衡等问题。据此提出科学制定审核标准、运用数字技术提升智能化水平、平衡开放利用与个人信息保护等优化对策，以期为信息化时代档案开放利用工作的发展提供参考。Purpose/Significance: In the context of the information age, the open access and utilization of archives are of significant importance for promoting government information transparency and serving social development. Method/Process: Combining literature research and case analysis, this study reviews the current research status of archival openness and utilization both domestically and internationally. It analyzes existing problems in China’s archival openness and utilization concerning institutional standards, review procedures, public access, and personal information protection. Results/Conclusion: China’s archival openness and utilization face issues such as outdated review standards and systems, inadequate implementation, hindered public access, and an imbalance between openness and personal information protection. Accordingly, optimization countermeasures are proposed, including formulating scientific review standards, leveraging digital technologies to enhance intelligent processing capabilities, and reconciling open utilization with personal information protection. This study aims to provide references for advancing archival openness and utilization work in the information age.
