Abstract: У статті розкрито особливості управління рослинними відходами у сільському господарстві Житомирської області в умовах посилення вимог до екологічної безпеки та необхідності переходу до принципів сталого розвитку.Аналіз охоплює період 2014-2020 років і базується на офіційних статистичних даних Головного управління Держпродспоживслужби в Житомирській області щодо обсягів утворення, утилізації, спалювання, видалення та залишків побічної продукції рослинного походження.З метою оцінки ефективності регіональної системи управління відходами у галузі рослинництва проведено розрахунок питомих показників утворення залишків у розрахунку на одиницю валової продукції трьох основних культур -зернових, картоплі та плодово-ягідної продукції.Виявлено стійку тенденцію до зниження питомого навантаження в усіх секторах, що свідчить про позитивні зрушення у виробничих технологіях, зменшення втрат при збиранні врожаю, а також потенційне вдосконалення підходів до повторного використання залишкової біомаси.Проведено порівняльний аналіз динаміки питомих показників, який дозволив виявити приховані дисбаланси у системі обліку та підсвітити неефективність існуючих механізмів утилізації.Зазначено, що рівень утилізації залишається нестійким, а в окремі роки знижується до критичних значень, що створює ризики для екологічної безпеки регіону.Водночас зменшення обсягів залишків на кінець року не завжди супроводжується відповідним зростанням оброблення, що вказує на ймовірні прогалини у системі управлінського контролю.Отримані результати мають практичну цінність для формування регіональної політики у сфері управління аграрними відходами, удосконалення системи моніторингу та впровадження принципів екологічного менеджменту в агропромисловому комплексі області.Запропонований підхід може бути використаний при розробленні локальних планів управління залишками сільськогосподарського виробництва та адаптації стратегій до вимог сталого розвитку.Запропонована модель управління відходами від продукції рослинництва в Житомирській області, побудована на принципах сталого розвитку.Ключові слова: управління відходами, рослинні відходи, сільське господарство, Житомирська область, екологічна ефективність, утилізація. Vasylenko O., Ovdiiuk O.The article reveals the features of plant waste management in agriculture in Zhytomyr region in the context of increased requirements for environmental safety and the need to transition to the principles of sustainable development.The analysis covers the period 2014-2020 and is based on official statistical data of the Main Department of the State Service for Food and Consumer Protection in Zhytomyr region on the volumes of formation, utilization, incineration, disposal and residues of by-products of plant origin.In order to assess the effectiveness of the regional waste management system in the field of crop production, the calculation of specific indicators of residue formation per unit of gross output of three main crops -cereals, potatoes and fruit and berry products was carried out.A steady trend towards a decrease in the specific load in all sectors was revealed, which indicates positive developments in production technologies, a decrease in losses during harvesting, as well as a potential improvement in approaches to the reuse of residual biomass.A comparative analysis of the dynamics of specific indicators was carried out, which allowed to identify hidden imbalances in the accounting system and highlight the inefficiency of existing disposal mechanisms.It was noted that the level of disposal remains unstable, and in some years it decreases to critical values, which creates risks for the ecological safety of the region.At the same time, a decrease in the volume of residues at the end of the year is not always accompanied by a corresponding increase in processing, which indicates possible gaps in the management control system.The results obtained have practical value for the formation of regional policy in the field of agricultural waste management, improvement of the monitoring system and implementation of environmental management principles in the agro-industrial complex of the region.The proposed approach can be used in the development of local plans for the management of agricultural production residues and the adaptation of strategies to the requirements of sustainable development.A model for managing waste from crop production in the Zhytomyr region is proposed, built on the principles of sustainable development.
