Abstract: Purpose: In 2023, the Health Resources and Services Administration (HRSA) launched the Organ Procurement and Transplantation Network (OPTN) Modernization Initiative to improve the Nation’s organ transplant system and better serve the transplant community. Substantial federal funds have been allocated to new contractors to identify inefficiencies in the current system, and to HRSA to administer these multiple contracts. It is unclear whether this investment will increase the number of actual transplants or only add administrative burden.
