The role of governance attention in implementing climate change mitigation: Case study of Shanghai, China
Year: 2025
Type: article
Abstract: This paper aims to demonstrate that the government's focus has a significant influence on the effectiveness of implementing climate change mitigation policies. This paper analyzes two mitigation actions implemented in Shanghai, within the context of three guidelines for effective policy implementation. These mitigation actions include increasing energy efficiency and reducing coal consumption. The three guidelines are 1) governmental focus on policy implementation, 2) evaluation mechanisms for assessing policy impact, and 3) stakeholders' participation at various levels of government and the public. This paper uses qualitative research methods within a case study approach. Data collection is based on secondary sources, including literature reviews. The results suggest that the government should intensify its focus on various policy implementation processes to enhance the effectiveness of climate change mitigation policies. This paper may serve as a useful example for other cities facing similar implementation challenges in increasing the efficiency of climate change mitigation policies.
