A morphogenetic approach to structure-agency in education: a case study of Taiwan MOE cross-system collaboration
Year: 2025
Type: article
Abstract: This study employs Archer’s morphogenetic approach to investigate the dialectical interaction between structure and agency within the collaborative governance framework of Taiwan’s Ministry of Education. Since 2013, the Ministry has promoted a cross-system collaborative mechanism to integrate resources across departments to support curriculum reform. Using qualitative research methods, including in-depth interviews and policy document analysis, this study examines structural shifts, educators’ agency, and their interplay at various stages of collaborative governance development. The findings reveal a transition in the Ministry’s governance approach, moving from a traditional bureaucratic structure to an open, pluralistic participation model. This transformative shift has fostered a culture of collaboration and enhanced agency, progressively shaping the effectiveness of education policy implementation. The study’s insights offer a theoretical lens for understanding educational reform in Taiwan and provide hopeful perspectives for educational governance policies in other countries, inspiring the reader with the potential for transformative global educational reform.
