Abstract: Under the strategic background of building China into a leading country in education, the balanced development of urban and rural basic education is the key link to realize educational equity. This study takes Yiyang Education Community as the research object, and discusses the realistic gap between urban and rural basic education in terms of resource allocation, teachers’ strength and education quality through field investigation and analysis. It is found that the balanced level of urban and rural education in Yiyang has been improved in recent years through policy support, standardized school construction and the application of information technology, but there are still outstanding problems such as the loss of teachers in rural schools, insufficient hardware facilities and single curriculum structure. In view of these problems, this paper puts forward some countermeasures and suggestions, such as training mechanism of mental health, improving teachers’ mobility and incentive policies, promoting the deep integration of “Internet and education”, and building a coordinated development community of urban and rural basic education, so as to provide reference for Yiyang City and similar areas to promote the balanced development of basic education and help realize the goal of strengthening the country through education.
