Year: 2025
Type: conference-paper
Abstract: Under the torrent of the digital era, the intelligent transformation of social governance has become a hot topic in both theoretical research and practical development. As an entry point, digital community governance offers an explanatory framework and cognitive foundation for the reform of social governance. This study explores the connotation, mechanisms, and value of digital community governance, and—following the basic narrative sequence of possibility, process, and outcome—analyzes the case of “Xin Shang Chao Wai” in Beijing. The research refines and constructs an operational model of digital empowerment in community governance. Findings show that digitalization enhances governance effectiveness and public service quality on both technological and administrative levels. The integration of Internet of Things (IoT) devices with artificial intelligence (AI) significantly empowers the development of digital community governance, further clarifying the promotion measures of intelligent social governance and services from the dimensions of conceptual change, institutional construction, initiative innovation and paradigm transformation.
