Abstract: As global challenges intensify and cultural frictions persist, the current structure of international governance reveals intrinsic limitations. This paper proposes a unifying yet decentralized framework termed the Federated Earth Civilization (FEC), where each nation-state is regarded as a culturally autonomous entity within a planetary-scale civilization.Rather than enforcing homogenization or political unification, FEC prioritizes the preservation of cultural uniqueness, legal independence, and demographic coherence within each regional bloc, while embedding all regions in a shared global consensus. The central idea draws inspiration from federal constitutional design, where each cultural zone maintains full jurisdiction over its internal governance, yet participates in a planetary council-an assembly of elected delegates responsible for mediating inter-regional conflict and coordinating collective human projects, such as deep space exploration and climate regulation. The model recognizes that global unity cannot arise from coercion, but must emerge from the voluntary alignment of values, goals, and ideals across human societies.By reconciling cultural preservation with global integration, this framework offers a pathway toward a future civilization that is both unified and diverse, both stable and free. The Federated Earth Civilization is thus proposed as a necessary stage in the maturation of planetary intelligence.
