Climate Resilience in Urban Planning: the Freiburg Approach to the Concept of Climate Change Adaptation
Year: 2025
Type: article
Abstract: In the face of climate change, cities worldwide are confronting rising temperatures, extreme weather events, and water balance disruptions. Many Ukrainian municipalities lack systematic approaches to ensuring climate resilience despite growing awareness of these challenges. This study explores climate adaptation strategies implemented in Freiburg, Germany, which has emerged as a leading example of integrating green infrastructure, energy-efficient construction, sustainable water management, and eco-friendly mobility solutions. The paper analyzes Freiburg's comprehensive climate adaptation framework, its effectiveness, and its applicability in the Ukrainian urban context. Special attention is given to evidence-based decision-making and the necessity of designing adaptation measures tailored to local socio-economic conditions. The research highlights key dimensions of urban climate resilience, including spatial planning, energy efficiency, water-sensitive urban design, and multi-sectoral policy integration. The study also assesses methodological approaches used in Freiburg, such as urban climate modeling and vulnerability mapping, to guide targeted interventions in high-risk areas. By drawing insights from Freiburg’s experience, the paper formulates recommendations for Ukrainian cities, emphasizing the importance of interdisciplinary collaboration and long-term sustainability planning. The findings contribute to the discourse on urban resilience by showcasing adaptive strategies that mitigate climate risks while fostering ecological and social well-being in urban environments.
