Resolving climate action and inequality in tandem? A global review of states’ climate pledges to the Paris Agreement
Year: 2025
Type: article
Abstract: Climate change and inequalities are intrinsically linked. The impact of and consequences for inequalities should also be considered when policy responses to climate change are designed, but such consideration is hitherto underdeveloped in both research and policy. This paper puts the interlinkages between climate action and inequalities under scrutiny to understand if and how they materialize in states’ Nationally Determined Contributions (NDCs) to the Paris Agreement. In light of growing calls to enhance integration of the climate and 2030 agendas, and as a counterweight to the oftentimes technocratic accounts of policy coherence, this study examines how states problematize climate action and inequalities by studying how portrayed interactions and proposed interventions for coherence. As states gear up for the consideration of the next round of NDCs, this study critically analyzes the opportunities and challenges for inclusion and assessment of social sustainable development aspects in the NDC process of the Paris Agreement.
