Residents’ Willingness to Pay for Green Infrastructure – A Case Study of Hanoi City

Year: 2025
Type: article
Study design: Observational Study
Abstract: This study examines the factors that affect residents’ willingness to pay for green infrastructure that provides ecological services and reduces urban flooding in Hanoi City, using the Protection Motivation Theory and Flood Risk Precautionary Behavior models. A cross-sectional survey of 1,092 residents in Hanoi City was carried out using a non-probability sampling method. The findings reveal that around 70.66% of households have suffered significant flood-related damage, highlighting the community’s concern about flood risks. Willingness to pay is affected by determining factors, including the perceived damage, perceived vulnerability, perceived effectiveness of green infrastructure, the perceived effectiveness of combining green and traditional infrastructure, the perceived effectiveness of implementing protective measures, and the perceived impacts of climate change. Residents mainly appreciate green infrastructure for its flood mitigation capabilities and added urban benefits. As extreme weather events become more frequent due to climate change, it is recommended to incorporate green infrastructure into urban flood risk management strategies to boost urban resilience.
