Modeling and Optimizing the Process of Identifying Energy-Saving Potential Scope (ESPS) in Municipalities: A Combinatorial Approach to ISO 50001 Implementation
Year: 2025
Type: article
Abstract: The energy consumption of buildings, the effectiveness of energy-saving measures and the exploitation of energy-saving potential represent crucial challenges for improving the energy performance of local authorities and reducing their environmental impact. However, Small and Medium Municipalities (SMM) are finding it difficult to identify their energy-intensive units, a process that is time-consuming (3 to 18 months), costly and based on inefficient manual methods. This article proposes an innovative solution, PG2E, based on a combinatorial approach to quickly and efficiently identify Energy Saving Potential Scopes (ESPS). The methodology adopts a critical realist approach to analyze the limitations of existing systems, using real energy data from a local authority. In addition, a constructivist-pragmatic approach was adopted to develop a solution adapted to the specific constraints of SMM. PG2E simplifies the ESPS identification process by using accessible statistical criteria (average consumption, upper quartile), thus reducing the need for technical expertise and optimizing the time and resources mobilized. The study carried out in ‘Quesnoy-sur-Deûle’ demonstrates the effectiveness of PG2E, which identifies ESPS with a success rate ranging from 60 % to 100 %, offering a rapid and cost-effective solution for improving the energy performance of local authorities.
