Abstract: The Emirate of Dubai is one of the seven emirates that make up the United Arab Emirates, which has a federal system. The emirate has been considered a unique and influential experience in the local governance experience with effective bodies that operate according to a modern and advanced perspective on the foundations of sustainable development and modern development. This development comes from the presence of effective, stable and efficient local bodies that move the political, local and economic direction in the right and appropriate direction in a stable political environment free of problems or disturbances. The government and local administration in the Emirate of Dubai have contributed to implementing broad and comprehensive development at various economic, social, human and political levels, due to the presence of a political leadership that believes in the leadership of growth and development in achieving prosperity and well-being and to implement what the local administration aspires to in implementing its own policy for the emirate. In addition to the presence of a political leadership that believes in development and leadership and only accepts first place in all fields.
