Abstract: Albania stands at a pivotal juncture in its digital evolution.The nation's Artificial Intelligence (AI) market, while currently nascent and unquantified in precise monetary terms, is strategically positioned for significant, albeit challenging, growth between 2024 and 2030.This analysis synthesizes empirical data on existing infrastructural and human capital constraints with emerging, high-level strategic initiatives to provide a holistic view of Albania's AI landscape.The country's journey is characterized by a stark duality: foundational challenges-including a low 0.18% GDP investment in R&D, a severe brain drains of its tech graduates, and the complete absence of a national AI strategy-are counterbalanced by powerful, top-down drivers.These drivers include an unwavering political commitment to digital transformation, a unique strategic focus on becoming a "European hub for green AI," and the powerful, systemic catalyst of EU accession, which provides both a regulatory blueprint (via the EU AI Act) and critical financial support through initiatives like the European Digital Innovation Hubs (EDIH).
