Abstract: This paper presents Rigorous Test Development (RTD) Task Models as a principled, item-focused approach to strengthening test validity. Drawing on organizational learning theory, RTD Task Models capture and disseminate the best available thinking within an organization about alignment references, item logic, and targeted cognition, transforming individual insights into institutional knowledge. The authors describe the evolution to a 5th-generation framework that supports creativity, alignment, and fairness while addressing persistent challenges such as inconsistent standards interpretation, principal–agent dynamics, and curriculum narrowing. By embedding transparent documentation within typical assessment workflows, RTD Task Models help content development professionals create items that better elicit evidence of the targeted cognition for the range of typical test takers.
