практичних рекомендацій щодо впровадження в Україні в умовах воєнного стану програм взаємодії правоохоронних органів з громадою, застосовуючи досвід превентивної діяльності поліції Чехії.Поняття превентивної діяльності найчастіше застосовується під час розкриття основних повноважень правоохоронних органів, одне з якихздійснення превентивної та профілактичної діяльності, спрямованої на запобігання вчиненню правопорушень.Варто також додати, що превентивна діяльність є комплексом дій, що може обмежувати певні права і свободи людини.Зважаючи на рівень довіри населення до правоохоронних органів, попри нормативну урегульованість питань здійснення превентивної діяльності, важливо акцентувати увагу на тому, що це є одним із пріоритетних напрямів їхньої діяльності, нині існує необхідність дослідження питання щодо фактичного впровадження в Україні в умовах воєнного стану програм взаємодії правоохоронних органів з громадою із застосуванням досвіду превентивної діяльності поліції Чехії.Для досягнення мети ми послуговувались загальнонауковими (аналіз, синтез, порівняння тощо) та спеціальними методами.Зроблено короткий огляд програм «Громадські помічники поліції в м.Децин, як альтернатива традиційним методам попередження злочинності на місцях», «Безпечна Прага онлайн», які були впроваджені в діяльність поліції Чехії, та проаналізовано досягнення, яких було досягнуто завдяки цим програмам.Визначено теоретичні та правові засади превентивної діяльності правоохоронних органів в умовах воєнного стану в Україні та сутність концепції «діяльності правоохоронних органів, орієнтованої на громаду».Розроблено конкретні рекомендації щодо адаптації та імплементації програм взаємодії правоохоронних органів з громадою, що ґрунтуються на чеському досвіді, з урахуванням особливостей правового режиму воєнного стану в Україні.Обґрунтовано доцільність упровадження програм взаємодії поліції та інших правоохоронних органів із громадою в умовах воєнного стану на прикладі Чехії.Наголошено на можливості впровадження цих програм у діяльність правоохоронних органів України та в освітній процес під час підготовки фахівців в умовах воєнного стану.Ключові слова: правоохоронні органи, поліція, превенція, превентивна діяльність, воєнний стан, громада.The purpose of the study is to justify the feasibility and develop practical recommendations for the implementation in Ukraine, under martial law, of programmes for cooperation between law enforcement agencies and the community, drawing on the experience of preventive activities of the Czech police.The concept of preventive activities is most often used when describing the main powers of law enforcement agencies, one of which is the implementation of preventive and prophylactic activities aimed at preventing the commission of offences.It should also be added that preventive activities are a set of measures that may restrict certain human rights and freedoms.Given the level of public trust in law enforcement agencies, despite the regulatory framework governing preventive activities, it is important to emphasise that this is one of the priority areas of their activities, and there is now a need to study the issue of the actual implementation in Ukraine, under martial law, of programmes for cooperation between law enforcement agencies and the community, drawing on the experience of preventive activities by the Czech police.To achieve this goal, we used general scientific (analysis, synthesis, comparison, etc.) and special methods.We provided a brief overview of the programmes «Community Police Assistants in Decin as an Alternative to Traditional Methods of Crime Prevention at the Local Level» and «Safe Prague Online,» which were implemented in the activities of the Czech police, and analysed the achievements made thanks to these programmes.The theoretical and legal foundations of preventive activities of law enforcement agencies in the conditions of martial law in Ukraine and the essence of the concept of «community-oriented law enforcement activities» have been identified.Specific recommendations have been developed for the adaptation and implementation of programmes for interaction between law enforcement agencies and the community, based on the Czech experience and taking into account the specificities of the legal regime of martial law in Ukraine.The feasibility of implementing programmes for cooperation between the police and other law enforcement agencies with the community under martial law is substantiated using the example of the Czech Republic.The possibility of implementing these programmes in the activities of law enforcement agencies in Ukraine and in the educational process during the training of specialists under martial law is emphasised.
