Abstract: The article considers the issue of the formation and development of modern principles and approaches to strategic defense management. Attention is paid to the issues of forming a comprehensive approach to strategic defense management, in particular, in the aspect of strategic defense planning based on capabilities. It is substantiated that the approach to planning based on capabilities allows not only to timely determine defense needs, to make a rational choice of material resources and the distribution of financial resources necessary for the implementation of plans and programs that detail the overall strategy, but also to provide the strategic defense planning process with the necessary level of flexibility and adaptability. This approach makes it possible, within the structural and functional complex of strategic defense planning, to increase the effectiveness of multi-level integration and coordination of joint actions at different levels of management in the field of ensuring the national security of the state. It is concluded that modern principles and approaches to strategic defense management are based on such general management principles as efficiency and effectiveness, transparency, and responsibility. It is emphasized that the application of the above principles within a single complex of strategic defense planning is aimed at ensuring the effectiveness of achieving the final result. At the same time, within the existing concept of defense planning, these principles acquire a different meaning in view of the needs of acquiring and developing capabilities, focusing, among other things, on the basic principles used in the planning of military operations, since this process is hierarchically structured and, taking into account the variability of opportunities, ensures the most effective achievement of the set goals.
