Abstract: ABSTRACT Since the international scene is basically stabilized or destabilized by foreign policy, which is the channel through which States manage to enter into relations, it is necessary to be able to understand the functioning of this instrument by carefully studying the principles and factors of its application in order to evaluate its effectiveness as well as the possible abuses related to it. That being said, this article studies the four benchmarks for identifying a foreign policy in its contours, including objectives, power, tools and results or the effectiveness of foreign policy. These theoretical elements have made it possible to develop and deepen the subject under examination by means of a few concrete cases. The analyses lead to the conclusion that the actions taken by state actors in their foreign policy do not necessarily correspond to their prior communicative objectives, which very often only serve as a support for the latter to achieve well-defined aims that are sometimes contradictory to the interests of both the national and international community. Keywords : foreign policy, international policy, foreign policy, state actor.
