Study design: Observational Study
Abstract: Purpose This study analyzes the interplay between economic expansion and cultural preservation in tourism governance within the Wonosobo, Banyumas and Purbalingga regencies of Central Java, Indonesia, employing Susan Strange's Structural Power paradigm. Design/methodology/approach A mixed-method approach was utilized, integrating quantitative surveys with 90 stakeholders and qualitative studies of local tourist activities. The study examined the influence of security, production, finance and knowledge frameworks on sustainable tourism results in developing regions. Findings The analysis shows that there are intricate relationships between the four power systems, with differing degrees of success in each regency. Areas with well executed cultural orientation programs and substantial local community engagement in tourism production exhibited enhanced success in reconciling economic and cultural interests. Essential elements for success encompass efficient dispute resolution processes, inclusive stakeholder participation, fair resource distribution, and proactive cultural education programs. Practical implications This quantitative study of 90 stakeholders in three regencies provides tourism governance benchmarks: cultural orientation programs reduce tourist-local conflicts by 45%, regions with over 65% stakeholder engagement increase sustainable tourism success by 28% and equitable resource allocation increases community satisfaction by 31%. These metrics show that data-driven governance systems balance economic growth and cultural preservation. Originality/value This study enhances the literature on sustainable tourism governance by utilizing Strange's Structural Power framework within local contexts of a developing nation, providing detailed insights into the challenges and opportunities of reconciling development with preservation in tourism-reliant areas.
