Abstract: Multiple citizenship is allowed under Turkish citizenship law. Additionally, a privileged foreigner status known as “blue card holders” has been established under Art. 28 of the Turkish Citizenship Act for those who have renounced their Turkish citizenship in becoming citizens of those states that do not accept dual citizenship. The rule for determining applicable law for individuals withmultiple citizenship where the connecting factor is “national law” is regulated under Article 4 of the Act on Private International and Procedural Law numbered 5718. However, how this provision should be interpreted brings certain debates especially in inheritance and family law disputes. Multiple citizenship also raises contentious issues in international procedural law, particularly regarding determining security payment exemptions to file a lawsuit and the international jurisdiction of Turkish courts in cases involving personal status. In relation to blue card holders, special rules applicable to their privileged status causes additional problems in procedural law, such as determination of foreign element, procedure in acquisition of a certificate of heirship and the transactions at the civil registry in relation to their personal status. In this paper, controversial international private law issues will be examined in relation to both multiple citizenship and blue card holders.
