Abstract: In the conditions of staffing shortage, the labor market is characterized by a unique combination of characteristics, sharp fluctuations in indicators, while its entities continue to effectively interact under restrictions. This situation is especially relevant for the labor markets of individual industrial regions that need to support production growth under the condition of a shortage of personnel, especially blue-collar workers. One such region is the Sverdlovsk region, whose labor market we will analyze in the article. The purpose of the study is to analyze the current indicators of the labor market of the Sverdlovsk region and formulate recommendations for its development under restrictions and staffing shortages. Research methods: statistical analysis of data on the labor market of the Sverdlovsk region, collected by the Department of Labor and Employment of the region, as well as expert opinions of representatives of key entities: employers, employees and their associations, employment centers. The regional labor market is in a unique situation, characterized by a clear shortage of personnel and a low level of growth of highly effective jobs, the territory is saturated with educational institutions, but there is a high level of migration of young people to other regions after completing their studies and a low level of employment in their specialty, while key industrial enterprises do not reduce the rate of production. The results of the study can be used to understand the specifics of the region and its labor market, as well as considering the results when analyzing data in other regions and in Russia as a whole.
