A Study on the Factors of Introduction of Employment-Friendly Ordinance for Women in Local Governments
Year: 2025
Type: article
Abstract: In the era of local extinction and population crisis, the city where women can stay begins with the institutional foundation on which women can work. The purpose of this study was to empirically analyze the factors affecting the introduction of women's employment-friendly ordinances by local governments and Years since enactment of the ordinances. To this end, panel data of 226 local governments nationwide were constructed from 2022 to 2024, and rational choice institutionalism and sociological institutionalism were set as analysis frameworks. Major independent variables included policy demand(indicators related to female population and labor participation), imitative pressure, and normative pressure. As a result of the analysis, the introduction of ordinances was significantly affected by the proportion of local governments that have already introduced ordinances within the same metropolitan area, and Years since enactment of the ordinance was positive (+) with the ratio of the female population. On the other hand, labor participation factors and normative pressure did not have a statistically significant effect. This study empirically presented the main characteristics to be considered for the spread of institutional foundations such as women's employment-friendly ordinances and early introduction of policies. Through this, we intend to narrow the gap in the introduction of ordinances between regions and lay the foundation for follow-up research and policy design to expand the use of female workers.
