Abstract: This study aims to analyze the implementation of the Internal Control System (ICS) and the application of Financial Accounting Standards for Entities Without Public Accountability (SAK-ETAP) in the financial reporting of the Village-Owned Enterprise (BUMDes) in Cibuntu Village. A qualitative research approach was employed, with data collected through interviews, observations, and document analysis. The findings reveal that the ICS has not been fully effective, particularly in the areas of written policies and monitoring of financial activities. The application of SAK-ETAP is also not yet optimal, especially regarding the absence of notes to the financial statements and the lack of technical training for human resources. Key challenges include limited human resource competence and inadequate technological infrastructure, although strong commitment from the village government and BUMDes management exists. The study recommends capacity-building through training, the establishment of internal financial policies, and digitalization of financial recording to improve accountability and transparency in BUMDes financial reporting. These findings also reinforce agency theory and the COSO framework within the context of village financial management.
