Gödel III and the φ-Zeta: A Minimal Framework

Abstract: We articulate an inside-outside split for RH. Inside a modest arithmetical-analytic base theory T 0 one should not expect a proof, while outside a phase-extended theory T φ enforces the mirror symmetry about Re(s) = 1 2 without overreaching. We keep the mathematics lean: an explicit trigonometric identity, a carefully axiomatized extension, and relative conservativity statements.
