Abstract: Financial technology, or FinTech, has achieved remarkable cross-border integration, significantly blurred the traditional lines between different financial business types, and greatly transformed financial service models thanks to advanced digital technologies including the Internet, cloud computing, big data analytics, and blockchain. However, critical challenges persist in its development: data security governance mechanisms remain seriously inadequate, as many platforms over-collect sensitive user data without implementing appropriate technical and managerial safeguards; traditional regulatory frameworks lag far behind rapid FinTech innovations, thereby increasing potential systemic financial risks; and there is a noticeable lack of effective synergy between cutting-edge technology applications and core business value creation. Based on in-depth research involving case studies, this paper systematically examines these fundamental issues to provide targeted solutions for addressing them. Corresponding countermeasures are specifically suggested, including the establishment of a federated learning-based credit data ecosystem to protect user privacy and a dynamic "RegTech-Macroprudential" regulatory architecture to adapt to evolving market changes. These strategic steps are substantially improving data security and strongly encourage the sustainable long-term growth of FinTech. Importantly, they also offer practical, workable solutions for overcoming key development roadblocks and fostering the healthy, orderly development of the global FinTech sector.
