Balancing Responsibilities under CBDR-RC: Climate Finance, Multi-Actor Accountability, and Crisis Response

Year: 2025
Type: article
Abstract: This study conducts an in-depth review of the intense controversies and evolutions surrounding the CBDR-RC principle since the 1990s, focusing primarily on how developed countries have weakened their commitments, how emerging economies have redefined “differentiated responsibilities” and how non-governmental organizations have transformed from protesters into pragmatic collaborators. The research reveals the core contradiction in current climate issues, namely that the rigid responsibility framework is conflicting with the escalating climate crisis year by year. The “Three-Dimensional Balance Framework” is not just numbers on paper but a dynamic system that takes into account the scale of funds, the transparency of accountability, and the speed of crisis response. It aims to move the CBDR-RC principle beyond treaty texts and truly provide solutions for farmers in Bangladesh, islanders in Barbados, refugees in African regions, and all those caught between promises and actions.
