Abstract: Street vendors (PKL) are a focal issue for local governments, especially in urban areas, as they serve as alternative livelihoods yet often disrupt public order and attract negative perceptions. Madiun City experiences similar challenges, with the Satpol PP tasked with enforcing local regulations under Article 255(1) of Law No. 23 of 2014. Despite preventive efforts, rule violations persist. This study explores the role of Madiun's Satpol PP in managing street vendors using Jones' (1993) role theory, cited in Mahsun (2008), which includes regulatory, enabling, and direct service provision roles. Employing a descriptive qualitative method through interviews, observation, and documentation, the study finds the regulatory role effective, though improvements are needed in the enabling and service provision aspects.
