Asset Taxonomy for Strategic Decision-Making in Dynamic Thermal Rating of Distribution Networks
Year: 2025
Type: conference-paper
Abstract: Although the application of Dynamic Thermal Rating (DTR) in distribution networks remains limited, the growing integration of distributed energy resources is renewing interest in its potential. Effective implementation of DTR requires a well-structured Strategic Asset Management Plan (SAMP) that integrates multiple projects, including thermal and ageing modeling, load forecasting, environmental and operational data monitoring, and the incorporation of asset ratings into network simulations and decision-making. In practice, however, developing such a coordinated plan is challenging due to the fragmented nature of these projects and the lack of system-wide perspectives. Framed within a Systems Engineering approach, this work introduces a novel use of asset taxonomy as a system-level view to support strategic decision-making in the context of DTR. The proposed Strategic Taxonomy serves as a tool to map ongoing projects and policy documents to their corresponding assets, thereby enabling the identification of implementation gaps along the DTR pathway and supporting the formulation of new strategic actions. The approach was developed and applied in collaboration with Liander, a Dutch Distribution System Operator, and was validated through a dedicated workshop with internal stakeholders. Results indicate that the taxonomy can support strategic decision-making; however, it should be complemented with additional information and system views to fully capture interdependencies and inform integrated planning.
