Weak enforcement of Brazil's E-cigarette ban and the expansion of a dangerous illicit market
Year: 2025
Type: article
Abstract: Since 2009, the Brazilian Health Surveillance Agency has banned e-cigarette sales in the country. However, despite this ongoing prohibition, a recent nationally representative household survey1 of 51,575 adults aged 18–64 found a 600% relative increase in past-30-day e-cigarette use between 2018 and 2023, illustrating the inefficacy of the existing policy. Additional data found nearly one-quarter of Brazilian adolescents have experimented with e-cigarettes.2 Among adults, around 3.1 million exclusively use e-cigarettes, while approximately 8 million use both e-cigarettes and another tobacco product.
