Abstract: As a response to the COVID-19 pandemic that caused closures of school campuses around the world, virtual learning was devised in a Philippine K to 12 school to provide quality education (SDG 4) to their students from Nursery to Grade 12. In the interview with the school’s Deputy Director and proponent of the program, it was explained that the school was addressing concerns regarding the communication, tasks, and use of the platforms by the parents, whose perception of the extent of the implementation would be indispensable to its improvement. With this backdrop, this descriptive study sought to discuss and analyze the parents’ perception on the extent of the implementation of the said program in terms of the aforementioned concerns in terms of (1) the teachers’ online teaching competence and (2) utilization of the learning resources and platforms, together with their (3) perceived challenges in the implementation to (4) develop an eLearning training program for the teachers. Based on the results gathered through the researcher-developed questionnaire, it was found out that (1) the teachers competence and (2) utilization of the learning resources and platforms were great extent, yet the teachers’ utilization of learning resources, communication of instructions, and presentation of the lessons were confirmed to be the most improvable aspects, as well as the use blogs/website, collaborative tools, and social media. (3) Their perceived challenges were also communicating with the teachers, understanding the lessons, and uploading assignments. To address these concerns, (4) the proposed eLearning program for teachers zeroed in on using the learning resources/platforms, providing instructions, and presenting lessons clearly and in an organized manner. A focus group discussion or interviews with the teachers for further discussion and program analysis were recommended.
