On the Structure of Strategic Planning Documents in the Sphere of Maritime Policy of the Russian Federation

Abstract: The article presents scientifically based proposals on the formation of the architecture of strategic planning documents in the field of maritime policy of the Russian Federation, which ensures the systematization of strategic planning processes at the federal level of the system of state and municipal administration. It is proved that the creation of a reliable and effective administrative and legal mechanism in the field of Russian maritime policy is possible only on the principles of strategic planning. The matrix structure of strategic planning documents developed in the field of maritime activities, development of shipbuilding and marine potential of the Russian Federation, implemented in relation to documents at the federal level, is presented. It is proved that the formed matrix structure of strategic planning documents represents a practical implementation of the principle of balance of the strategic planning system in the Russian Federation.
