Abstract: The aim of the paper is to assess the current state of planning coverage in Polish regions and to identify the reasons for its variation. The latest changes in the spatial development management system introduced by the 2023 Act on Spatial Planning and Development have also been analysed. The adopted research methods are literature review and cluster analysis. The empirical part includes Ward’s agglomerative method and k-means method. A comparative analysis in terms of time revealed slight changes in planning coverage. Five voivodeships changed their clusters, including: Lodzkie, Podlaskie, Mazowieckie, Opolskie, and Warminsko-mazurskie.
