Integrated Strategy for Affordable Housing Projects in Egypt استراتيجية متكاملة مستدامة لمشاريع الإسكان الميسر في مصر

Year: 2025
Type: article
Abstract: This study aims to predict and prioritize integrated strategies for affordable housing projects in Egypt using the Analytic Network Process (ANP). It builds upon a theoretical framework (Eraqi, Elminiawy, & Abd El-Hafez, 2025) developed to address the multidimensional challenges of affordability, sustainability, cost, and flexibility. The dimensions and sub-dimensions were refined through literature review and brainstorming sessions with experts and developers. A survey of 15 experts yielded pairwise comparisons to determine the relative weights of the strategy alternatives. Data were analyzed using Super Decisions v3.2.1 and Excel 365, supported by variance, correlation, and cost–benefit analyses to ensure robustness. The findings show that Public–Private Partnership (PPP), Flexible Design, and Smart Management are the most efficient and resilient strategies, as they consistently maintain stability even when weighing and cost conditions vary. In contrast, NGO-based and purely social-housing approaches prove economically infeasible. The study contributes a validated, data-driven decision-support model to help policymakers and developers pursue balanced, sustainable, and context-sensitive affordable housing in Egypt. The study conclusively demonstrates that achieving a balance among smart planning, public-private partnerships, and support for the most vulnerable groups is essential to delivering comprehensive, affordable housing solutions. The research strongly recommends adopting flexible strategies that proactively adapt to local and international changes to ensure the sustainability of residential neighborhoods and fulfill social justice imperatives.
