Management of science and technology parks in Poland

Year: 2025
Type: article
Abstract: The aim of the article is to present the specific nature of managing Science and Technology Parks (Parks, STPs) in Poland in the context of using the Business Process Management (BPM) concept there and to identify key organizational factors that facilitate or impede the implementation and development of BPM in these entities. A quantitative research approach was used, employing a structured questionnaire based on the tool presented in the PRI method, adapted to the specific context of Polish STPs. Data were collected from 56 respondents across 28 Parks. Statistical analyses, including Pearson’s correlation, were applied to examine the relationships between the advancement of using BPM (i.e. process maturity) and selected organizational characteristics. The results show that most STPs are positioned at intermediate process maturity levels (levels 2 and 4), while only a small proportion reach the highest, 5th level. A significant positive correlation was found between the number of tenant enterprises and process maturity, indicating that organizational complexity drives the need for formalized processes. Other variables, such as year of establishment and employee count, showed no significant effects. The findings provide managers of STPs with actionable insights, including the importance of using maturity models for self-assessment, investing in ICT systems to support BPM and strengthening HR strategies, particularly to equip employees with competencies needed in dynamic and flexible organizational settings. This research contributes to the relatively scarce literature on BPM in STPs, particularly within the Central and Eastern European context. It offers novel empirical evidence on the factors influencing process maturity and delivers practical recommendations for managers and policymakers aiming to enhance process-based management in innovation-driven organizations.
