Abstract: In 2013, the Finnish state ratified UNESCO’s Convention for the Safeguarding of the Intangible Cultural Heritage. At the same time, the Finnish Heritage Agency changed its English name from the Antiquities Bureau to the Heritage Agency. Ten years later, the Finnish government issued a resolution on cultural heritage strategy. At the core of this strategy lies the idea of cultural heritage as a foundation for sustainable development, whether in terms of community, nature, education or the economy. In the autumn of 2024, the government issued The Cultural Policy Report in which cultural heritage is frequently mentioned, especially as the basis of the “cultural value chain”. In other words, cultural heritage has become an increasingly central part of national and regional cultural policy. Music, in turn, is an essential part of cultural heritage. I examine how music as cultural heritage is linked to different sectors of cultural policy. The key issue is how cultural policy frameworks shape musical heritage. My analysis is grounded in critical heritage studies, meaning I approach music and cultural heritage as discursive constructs, with specific power relations and material consequences. The primary research material consists of the lists of intangible cultural heritage maintained by the Finnish Heritage Agency.
