Funding political parties in emerging African democracies: What role for Norway?

Abstract: This report addresses the problem of foreign funding of\npolitical parties in newly democratised African states. The\nreport identifies some problems associated with the\ndevelopment of political parties in Africa and indicate how\nfunding may contribute to resolving these problems. Various\nmodels of foreign party funding that may act as models for\nthe future Norwegian support programme are presented.\nCurrent involvement by Norwegian parties in party\nsupporting activities in new democracies is assessed in the\ncontext of a more general discussion of foreign party funding.\nLastly, if Norwegian funding for parties is introduced, we\naddress some problems to be avoided and indicate an\norganisational model that may limit some of the inherently\nproblematic aspects of foreign funding.
