Measuring Benefits from Inland Waterway Navigation Improvements

Year: 2001
Type: article
Abstract: This paper examines how economic benefits from navigation improvements might be conceptualized and the rationale for using spatial models to evaluate benefits. A discussion of the envisioned lock capacity problem on the Upper Mississippi and Illinois Waterway and the U.S. Army Corps of Engineers traffic projections and estimated lock delays ex ante and ex post expansion of lock capacity is presented. The spatial grain models are provided along with the data that is incorporated in these models. Results focus on changes in grain producer revenues ex ante and ex post expansion of lock capacity. Since appropriate costs were not available at the time of analysis, this paper focuses on grain producer revenues ex ante and ex post expansion of lock capacity rather than economic surplus. Finally, a summary and conclusions are offered.
