Abstract: Johannes Schmidt deals with the new norms category of principles in the Charter of Fundamental Rights of the European Union. Using a structural model for fundamental rights norms, he analyzes the principles in regard to their legal effects. In addition, he develops guidelines for dealing with these norms in practice.
