Safety Requirements for the Design of Wheled Vehicles of Category L in the European Union and Ukraine

Year: 2024
Type: article
Abstract: The article provides statistical data on the world fleet and world production of L-category wheeled vehicles. The accident rate involving motorcycles is considered and the impact of the conformity of their designs on safe operation is analyzed. The article examines the normative documents of the European Union that regulate the assessment of conformity of wheeled vehicles of category L. Since the European Union is a collective participant in the 1958 Geneva Agreement, EU regulations stipulate that the requirements for active, passive, and environmental safety, which are mandatory for vehi-cle type approval in the EU, are based on the UN Regulations. The main characteristics and designes of modern quadromobiles are indicated. The requirements of the UN regulations are considered as well as additional requirements to the UN regulations for the design of the wheeled vehicles, which are applied during type approval in the EU, including requirements for coupling and coupling devices: devices that prevent unauthorized use: safety of external surfaces of the body; passenger handles and footrests; rollover protection structures; driver and passenger seat belt anchorages; seats for driver and passenger; controllability, maneuverability and the ability to turn at different speeds; fare safety of mo-torcycles; resources for the most critical systems in terms of security; parts and equipment; access to information on repairs and maintenance, etc The results of a comparative analysis of the application of the UN Regulations in type approval in the EU and Ukraine are presented. Given the designs of modern vehicles, based on the analysis, recommendations are made to improve the system for assessing the conformity of L-category wheeled vehicles in Ukraine. Keywords: wheeled vehicles of category L, mopeds, motorcycles, quadricycles, quadromobiles, structural safety, conformity assessment, UN Regulations, technical regulations.
